As will all our fanout's do not repost on any Social Media Site. This fan out contains personal information intended for the membership of the CPVA only. Thank you.
I have learned that our friend and brother, Terry Colman, has lost his battle with cancer and passed away on October 23, 2025, at the age of 79.
Terry joined the Calgary Police Service in January 1969 and retired in April 1996. He achieved quite a bit during his over 27 years with CPS. He became a Detective in the General Investigations Section in 1976, then moved to the Sex Crimes Unit in 1978. In 1982, he transferred to the Crime Stoppers Unit, where he was soon promoted to Staff Sergeant.
His career continued with transfers to the Special Investigations Section in 1983, the Strike Force Unit in 1985, and a role as Duty Inspector from 1988 to 1989. He then served as Inspector for the Tactical Support Section starting in 1989, returned to Special Investigations in 1991, and moved to the Professional Standards Division in 1994. Throughout his time as an investigator he was involved in the arrest and conviction of some of Calgary’s worst criminals e.g. James Riddle and Harold Smeltzer. To name just a few.
Terry wasn’t through with policing after retiring from CPS. Terry served as Chief of Police for the Moose Jaw Police Service from 1997 to 2004, followed by a time employed by the Saskatchewan government as a Deputy Minister. During his time in Saskatchewan he also went to university attaining a PHD. Terry had a Masters of Human Resource Management, a Masters of Police Studies and a Doctorate in Police Studies all from the University of Regina. In 2003, he was awarded the Order of Merit for Police Forces.
Terry leaves behind one living relative, his step-daughter, Mandy Kemery, who were very close to each other. He also had a partner, Linda, who has also suffered from his loss.
If you would like to reach out with words of support and condolences, please email Mandy at: mjak@hotmail.ca
If there will be a service at a future date, I will be sure to let you know.
Thanks to Barry Whistlecraft for his assistance with Terry’s history and Ralph Kieth for keeping me in the loop with Terry’s health.
